Retired Deputy Lieutenants
To help carry out the wide range of duties, the Lord-Lieutenant is entitled to appoint up to 59
Deputy Lieutenants (DLs).
Deputy Lieutenants are residents of Nottingham and Nottinghamshire (or living within 7 miles of the boundary) who have made a significant contribution to the well-being of the local or wider community through public life, charitable activity, voluntary service or the uniformed services. Like the Lord-Lieutenant, they are unpaid and undertake their duties on a voluntary basis. Their appointment does not terminate with the changing of the Lord-Lieutenant, but by statute they retire at age 75.
As representatives of the Crown, Deputy Lieutenants are expected to uphold the highest standards of professional and personal conduct at all times.

Dr. Richard Bullock OBE DL
Richard practised as a Solicitor, retiring as Head of Legal Practice of a national firm to study for a PhD in seventeenth century history. With a deep belief in the power of education he chaired boards of Primary, Selective and Comprehensive Schools and Nottingham Trent University for which he was awarded an Honorary degree as Doctor of the University. He served as Undersheriff of Nottinghamshire for thirty-five years. He also chaired the County Advisory Board of the Salvation Army. In 2013 he was awarded an OBE for services to the community in the East Midlands.
Surinder Samra

Dr. Nigel Chapman
Nigel was a senior partner in General practice in rural Lincolnshire covering 120 square miles.
He was appointed the Coroner to Lincoln, a part time post, and worked as medical officer in the Hospice.
He was then appointed to the Full time post of Coroner of Nottingham and Nottinghamshire. Nigel retired in 2011 having presided over nearly a 250,000 deaths and 10,000 inquests.
During this time he was the lead for mass fatalities setting up training for medical staff and the police. He was President of the East Midlands Coroner’s Society as well as holding Associate Professorships at Nottingham and Derby Universities. Nigel was President of BAHID ( British Association of Human Identification). President of Nottingham Mechanics and Trustee to St Joseph’s school.
He has a long association with Retford British Legion where he attends many functions on behalf of the Lord Lieutenant.
Nicholas Hardy

Commander Judith Swann
Judith served as a Magistrate on the Nottinghamshire Bench for 22 years and is currently involved with Magistrates in the Community. She also volunteers with Witness Service at Crown Court. Previously Chair of SSAFA Nottinghamshire following 35 years serving in the Royal Naval Reserve including commanding HMS Sherwood. Judith is a Divisional Vice President for the NSPCC and has been a fundraiser with the Bingham committee for over 45 years.
On behalf of The Lieutenancy, she remains involved with the Individual Honours Group and Military Liaison.
Miranda Seymour

Col. David Sneath
David has a law degree from Cambridge University. He practiced as a barrister from 1971 to 1992 when he was appointed a Chairman of Industrial Tribunals. In 1998 he was promoted to Regional Chairman in Leeds becoming a Regional Employment Judge in 2007. He was commissioned into the Territorial Army in 1969 and commanded his local infantry battalion from 1991 to 1994 when he was promoted to Colonel. In 2006 he served in Iraq as an operational lawyer in the US led Corps HQ and was awarded the Bronze Star for exceptionally meritorious service. He also holds the Territorial Decoration and two bars. He served as Nottinghamshire High Sheriff from 2017 to 2018

His Hon. Michael Stokes
Michael lives in North Leicestershire (just over the county boundary). He is formerly Resident Judge at Nottingham Crown Court and Recorder of Nottingham. He is still sitting as a Deputy Judge of the Upper Tribunal (Mental Health Tribunals).
Michael is also Honorary Professor of Law at Nottingham Trent University, formerly governor of two Nottingham Schools and currently a governor of Ratcliffe College. He is interested in education and mental health issues. He is married with two grown up children.

Alison Swan Parente MBE
Alison is founder and Chair of the Trustees at the School of Artisan Food at Welbeck, North Nottinghamshire. She is a retired child psychotherapist and sits on the boards of several local and national charitable foundations.

Janet Richardson MBE
Janet has spent her working life in Nottinghamshire, mainly in Education first as a qualified teacher and later working in Educational Policy and development. She is a founding trustee of the former national charity SkillForce, successfully bringing the headquarters to be based in the county. As its Royal Patron, Prince William encouraged the development of the Prince William Award for children between the ages of 7 and 13.
Janet also chaired the Woodard Board of Academies for six years and oversaw the creation of five Woodard Academies aiming to promote a Christian education working alongside the Woodard charity of private and voluntary aided schools across the country. She received an MBE for outstanding services to the community and education.
She retired 7 years ago having been a Justice of the Peace for twenty-six years and continues to service her community and the diocese of Southwell and Nottinghamshire as a Chapter member of the Cathedral for Southwell Minster. She sits on two charity boards and has a special interest in supporting, and bringing together local multi-faith communities. In her leisure moments Janet enjoys singing and is an active member of Southwell Choral Society.

Col. Timothy Richmond OBE TD DL
Tim is the former Vice Lord-Lieutenant of Nottinghamshire, he was appointed in 2008 until 2022 and has been a Deputy Lieutenant since 1990. He was High Sheriff of Nottinghamshire from 2002-2003.
A chartered accountant and business consultant he serves as a non-executive chairman and director of companies and organisations in the private, public and voluntary sectors.
He is President of the Newark and Nottinghamshire Agricultural Society, Chair of Futures Careers Advice and Guidance and a director of Nimbus: Disability Consultancy supporting access facilities for disabled people.
He is a former Deputy Chair of Nottingham Trent University, a member of the Nottingham Health Authority, Competition Commissioner and member Southwell Cathedral Chapter and Council.
Commissioned in the Royal Artillery, Territorial Army/Army Reserve, he served as Deputy Commander of 49 and 54 Brigades, commanded East Midlands Universities Officers Training Corps, 307 (South Notts Hussars Yeomanry RHA) OP Battery and was County Commandant of Nottinghamshire Army Cadet Force; and subsequently Chairman of the East Midlands and later National Board of the Council of Reserve Forces and Cadets Association.
He chairs the Nottinghamshire Civil Military Partnership Board; is a member of the Lieutenancy’s Military Liaison Group and other Defence and Veteran related bodies.

Judy Naake MBE
Judy is a successful entrepreneur from Nottinghamshire, renowned for building the St Tropez brand from a zero base to a multimillion-pound company within ten years. She actively supports the development of entrepreneurs as well as many charitable organisations including the Nottinghamshire Hospice and cancer charity, Maggie’s Nottingham. Judy received a MBE in 2018 for her services to Entrepreneurship, the community and philanthropy.

Dr. Peter Barrett CBE FRSA
Peter spent 30 years as a General Practitioner in Beeston before he chaired Nottingham University Hospitals from 2006 to 2013, as well as other NHS bodies. He was appointed CBE in 2006 for services to the NHS and DL in 2009. He was awarded an Honorary Doctor of Medicine Degree from The University of Nottingham in 2014. Peter was previously Chair of the Framework Housing Association. He is married to Ros (retired dentist), residing in Wollaton, and has two sons. Peter is currently involved with PEMRIG (Parkinson’s East Midlands Research Interest Group

Graham Cartledge CBE
Graham lives in Caunton. He is the Chairman of Benoy Ltd, international architects and designers founded in Nottinghamshire in 1947, and is a true ‘Ambassador’ for the British Creative Industries and British business across the Globe. He was High Sheriff of Nottinghamshire 2014-2015, is Founder and Co-Chair of The Domlal Foundation Charitable Trust as well as a past Board Member of ‘Maggie’s Cancer Care Centres’.
Graham was delighted to be appointed a Deputy Lieutenant in 2013 and he looks forward to continuing to support the new Lord-Lieutenant, Professor Veronica Pickering MBS HAC.

Dr. Jaswant Bilkhu
Proud to be a Nottingham resident Jas arrived here at the age of 13 years. He went to local schools before going on to study medicine at the University of Manchester. He is a retired General Practitioner and Postgraduate Medical Dean at Nottingham University. He chaired numerous local and national committees including the British Indian business forum (BIBF). He is Marie curie patron for the Nottinghamshire and supports several other charities. In the Lieutenancy he has chairs the Commonwealth committee whose aim is to educate and promote greater understanding between communities.

Christine Goldstraw OBE
Christine’s first career was the NHS where she held a number of Leadership & Executive roles.
Then appointed Chair of Nottinghamshire Probation Trust, also a Magistrate for 10 years.
Appointed as a Governor, then Vice Chair, and subsequently Chair of a former FE college in Nottingham.
Currently, Vice Chair of Djanogly Learning Trust, and Chair an Chair of HR Committee.
As a DL she has been, Chair of the Business and Community Panel, member of the Governance & Development Committee, also King’s award for Voluntary Services and a member of the Executive & Appointments forum.
MBA (Health) at Nottingham University.
Currently an Independent Member of the Police & Crime Panel Scrutiny Committee, and Chair of Burnside Memorial Hall.

Jennifer Saint OBE
Emeritus Professor, Land-based Education, Nottingham Trent University and Former Dean, School of Animal, Rural and Environmental Sciences, in 2011 Jenny Saint received the OBE for services to further and higher education.
For 30 years a Magistrate, covering adult and youth justice, magistrate appraisal and training; Chair of Governors at Nottingham Girls’ High School ; a Trustee of Newark and Notts Agriculture Society.
DL activity includes the (then) Queen’s Award for Voluntary Service; founding member and chair of: Individual Honours; Training Group becoming Support and Development then Governance and Development Committee; Lord-Lieutenant’s Sift Panel, Individual Honours; Lieutenancy DL Appointments Panel.
